Steeple Ridge Rules and Regulations
Purchasing a condominium unit within a community association such as Steeple Ridge offers many advantages to the unit owner, but at the same time imposes certain restrictions. These restrictions are not meant as an inconvenience or invasion of our owner’s freedom, but rather as a means of maintaining harmony and general decorum within the community.
Here then are the rules and regulations for the Steeple Ridge Condominium Owners Association as currently adopted by the Board of Directors. The following activities are prohibited within Steeple Ridge unless expressly authorized by, and then subject to such conditions as may be imposed by, the Board of Directors:
1. Use of charcoal barbecue grills is not allowed anywhere in Steeple Ridge Condominium (not on patios, parking area, lawns, etc.) except in any area specifically designated by the Board of Directors.2. Use caution when using outdoor gas grills by keeping them away from the building and or railings. Give consideration to your upstairs neighbors, as smoke and odors rise.
3. Stairs, landings, stair steps and other common property including front porches may not be used for storage of bicycles, grills, firewood, flowerpots, patio furniture or other personal property. No hanging or draping of clothing or other articles from these areas or limited common use areas is allowed.
4. The general appearance and cleanliness of all outside decks is the responsibility of each unit owner and/or his guests. Care should be exercised when washing down or sweeping to prevent debris from littering decks or your neighbors below.
5. No littering of any kind, including any smoking material, is permitted. All trash and or garbage must be bagged and placed in proper receptacles. Any oversized or hazardous refuse must be removed from the property at the owner’s expense.
6. All units are required to have window coverings on all windows, except doors leading to the patio. All window coverings must be backed with a material that is white or light earth tone in order to maintain a uniform appearance throughout the entire complex.
7. No signs or other promotional devices, of any nature, including “For Rent” signs, may be displayed on the exterior or visible from the exterior of any unit, window, door, slider, common area or common ground except that one “For Sale” sign no larger than 18” x 24” may be placed inside a window or storm door.
8. Only one decorative plaque or ornament, four square feet or less in size, may be displayed on the outside wall of the primary entrance side of the unit. No signs may be attached anywhere visible to the outside. Exception to this rule is that an additional American flag (only) of a maximum 3’ x 5’ size may be displayed.
9. Open parking spaces may be used for the parking of licensed motorized vehicles, (must be of appropriate size to fit into the designated parking stall), of the owner, guest of the owner or renters. They may not be used for storage, to include: not commonly used vehicles (whether licensed or not), boats, trailers, campers, motor homes, recreational or commercial vehicles. It is the owner’s responsibility to secure appropriate storage for these items off Steeple Ridge property.
10. Off-road vehicles are not permitted on common property, roads, or right-of-ways.
11. No storage of any items is allowed on any Steeple Ridge common area. Temporary trailer storage is allowed on the north property line, adjacent to the garage area for a period not to exceed 4 hours.
12. No storage of any gasoline, kerosene, oil or other flammable liquid in any unit, deck or area that is common with other owners, is allowed.
13. No animals, livestock or poultry of any kind shall be housed, raised or kept within Steeple Ridge, except that two commonly accepted household pets may be kept. Owners are solely responsible for their pets. Dogs must be on a leash. No pet shall be left unattended, leashed, or confined on any common or limited common area. All pet litter must be picked up promptly and disposed of by the owner. Pet owners with pets that are deemed a nuisance due to excessive noise or threatening behavior may receive a warning. If a second warning is required, the Board of Directors may prohibit such pet from the condominium complex.
14. No discharging of firearms, fireworks or explosive devices on Steeple Ridge property is allowed.
15. The throwing or launching of any projectiles in the complex is prohibited. This includes but is not limited to stones, rocks and water balloons.
16. Any changes or additions made to the exterior of a unit, whether common area or limited common area, must have written approval from the Board of Directors. Said areas include, but are not limited to, courtyards, stairs, landings, walkways, steps, screened-in-porches, exterior windows and walls. All requests must be submitted in writing.
17. Any alteration of the water system or variations to any existing plumbing must first have the written permission of the Board of Directors, who may require an inspection of the proposed change by a licensed professional.
18. No trees, shrubs, flowers or vegetation of any kind (except weeds) may be cut, removed or added without the permission of the Board of Directors.
19. Courtesy and good judgment must be used in controlling excessive noise and inappropriate language. Use of amplified sound devices such as, but not limited to, television, boom boxes and PA systems, at high enough levels to disturb the peace and tranquility of neighbors, is prohibited. Please observe quit hours from 11:00 p.m. to 8:00 a.m.
20. The speed limit within the association is 10 miles per hour.
21. It is the owner’s responsibility to control their children or their guests’ children while on property. There shall be no climbing or playing on entries, stairs, railings, fences, ladders, etc. on the property. Ball or throwing-object type play, skateboarding or like activities is not allowed on sidewalks or in the parking area.
22. Burning of refuse is prohibited on premises.
23. It is not the responsibility of the association or management to furnish keys to owners, guest or renters. A lock-out service may be available through the managing agent. Unit owners will be responsible for any cost associated with lock-outs.
24. All unit owners must maintain appropriate property and personal insurance at all times related to their condominium ownership. Owners must request that insurance agency send a certificate of insurance to association’s managing agent.
25. It is the owner’s responsibility to provide these rules and regulations to any guest or renter they allow to use their condominium unit.
26. Each owner is responsible for providing one key to management or it’s designated agent, which will be kept secure, for emergency purposes.
1. There are no lifeguards on duty. Your use of the pool area is at your own risk.
2. No diving.
3. No glass containers or kegs are permitted in the pool or tennis court area. All litter must be placed in proper receptacles.
4. Running on any pool deck is prohibited. Any type of “horseplay” is prohibited.
5. Noise must be kept to a minimum.
6. A responsible adult must accompany children under the age of 14. Any children under the age of 7 must wear a PFD (personal floatation device) while in the pool area.
7. The number of guests, which a member may have for the purpose of swimming and/or use of the recreation facilities are not limited, providing guests are accompanied by an owner and prior arrangements are made for groups of 12 or more. The requirements of a ”presence of an owner” is fulfilled if the member is generally participating in activities in which the guest(s) is (are) engaged or when the member is within range of reasonable communication of guest(s).
8. Children wearing diapers or other “protective” attire are not allowed in the pool for obvious sanitary reasons. Changing of a child’s “protective” attire is only allowed in the restrooms, and must be disposed of in a sanitary manner.
9. Pool furniture must remain in the pool area.
10. Appropriate swim attire must be worn in the pool at all times. No street clothes nor “cutoff” jeans allowed in the pool.
11. The tennis court shall be only used for tennis.
12. No pets allowed in the pool area or on tennis court.
13. Pool hours are from 9 a.m. to 10 p.m.
14. Pool and tennis court are for the use of Steeple Ridge owners and guest only.
1. Each slip owner is expected to keep his area free and clean of any item or debris.
2. Swimming is allowed only in the immediate vicinity of the swim dock located on Dock A. Swimmers and boaters alike should use caution in this area because of joint use.
3. No running or playing on any dock or dock ramp.
4. Cleaning of fish is only allowed at designated fish cleaning stations.
5. “No Wake” speed is mandatory within 100 feet of the docks.
6. Boats, which do not comply with the Missouri State noise control ordinance, are asked to switch to “quiet” within 500 feet of the dock area.
7. All dock slips are private. Do not use any dock slip without permission of the owner.
8. No excessive noise or loud or boisterous conduct allowed in the dock areas.
9. Dock utility service is for the exclusive use of owners. Any owner who requires additional utility service will be responsible for securing approval from the Board and the costs associated with any upgrades.
10. There will be no cooking, sleeping or living on watercraft moored at Steeple Ridge.
11. Permanent or overnight mooring an/or tying to the seawall, fencing attached to the seawall, ramp, stairs leading to the docks and the fingers of the docks are prohibited. Temporary mooring (4 hours or less) is permissible at end of Dock B or C only.
12. No overhead storage of equipment is allowed.
13. Any child on or near the dock, under the age of 7, must wear a personal flotation device at all times.
14. Fueling of any motorized vehicle must be done with extreme care to avoid spilling fuel into the lake or on dock. Funnels or appropriate gas spout must be used. Detergent must be available to add to water in case of gas spillage.
15. One dock storage locker per dock slip is allowed. It shall be a size and design approved by the Board of Directors. No other storage is allowed.
16. If any dock slip owner’s private property or boatlift causes damage to the docks or attachments, said owner is responsible for repairs. Repairs must be made to the satisfaction of the Board of Directors, or their designated representative. Damage left un-repaired for 30 days will be repaired by the association and the responsible owner billed, with such amount becoming part of the owner’s association assessment.
17. The sub-leasing to non-owners or use of dock slips by non-owners or persons not residing on the premises is prohibited.
18. No unit owner shall sell, lease or otherwise dispose of any boat slip, garage or storage shed to anyone who is not a unit owner unless such sale, lease or disposition shall be in conjunction with the sale of his/her unit so that all Steeple Ridge facilities remain under the ownership and control of Steeple Ridge or it’s unit owners.
19. Boat owners with bow extending onto walkway area are responsible for safety markings and appropriate protection to users of walkway.
Any agent or owner renting Steeple Ridge units, must comply with the following requirements:
1. The Steeple Ridge Board of Directors reserves the right to assess any owner of a rental unit all direct and indirect costs associated with any damage, associated with any rental, caused to the association or its members.
2. Agents or owners shall limit the number of people renting a condominium to a maximum of 6 people for a two bedroom unit and 8 people for a three bedroom unit.
3. Any unit owner who rents must post a copy of Steeple Ridge Rules and Regulations in a conspicuous area within the unit.
4. Any unit owner or agency that acts to rent any condominium must have each renter sign a rental agreement. The board or its designated representative must approve such rental agreement prior to use. Board through its agent, shall maintain signed agreement for three years.
5. Management is not responsible for providing keys to any guest or renter. Should agent have program for providing keys, said requester of key service will be responsible for any cost associated with key requests.
6. All renters must be 25 years of age and provide some form of financial security deposit for potential damages.
7. Renters are not allowed to have a pet(s) within the condominium units or anywhere on Steeple Ridge Condominium property.
8. Any unit owner who wishes to rent or lease their unit must be “current” on all Steeple Ridge assessments, fines or penalties.
9. The Steeple Ridge Board of Directors reserves the right to designate approved rental agent(s). Each owner who wishes to place their unit on a rental program may only do so through an agent who has been approved by the board.
10. Owners renting their units, without using a rental agent, must comply with all prescribed Steeple Ridge rental rules.
11. Owners renting their units are required to obtain homeowners insurance with rental endorsement.
12. Unit rental period shall be no less than (9) nine months with no subleases. Occupancy must be by the same individuals for the entire rental period.
1. All owners when leaving their unit unoccupied must, if at all possible, shut off the water supply to the unit, shut off the icemaker, and turn off the electrical supply to the electric water heater. During cold weather keep the heater set at a minimum of 55 degrees Fahrenheit.
2. Damages that may occur to the common elements and/or individual units as a result of a unit owner’s failure (or negligence) to adhere to weatherization guideline shall remain the personal responsibility of such owner and such owner’s insurer.
Quarterly assessments for condominium units and, where appropriate, boat, jet ski, garage, and storage assessments, are due and payable on the first day of January, April, July, and October with a 15-day grace period before late charges apply.
After the 15th day of the month of said unpaid assessment, there will be a $15 late charge assessed. Beginning the same day there will be a 1% per month interest charge on all unpaid assessment, penalties and fines. Should the assessment go unpaid into each subsequent quarter, there will be an additional $15 late charge prior to any interest being calculated.
The Steeple Ridge Board of Directors reserves the right to change these Rules and Regulations from time to time. The board also reserves the right to assess fines and penalties at its discretion for failure of any Steeple Ridge owner to comply with Steeple Ridge’s Declarations of Condominium and its Rules and Regulations. Such penalties and fines will be addressed in writing to the unit owner listed as primary owners in association records. All penalties and fines will be added to owner’s next quarterly assessment. Any and all violations will be given a verbal warning, the second offense will be given a written warning outlining the third step, and the third offense would be assessed a $250.00 fine. This would be over a 12-month period. Steeple Ridge Board of Directors reserve the right to seek repayment of any past due unpaid monies according to the Fair Debt Collection Act or any legal remedies afforded to it. Further, the board reserves the right to recover any cost associated, directly or indirectly, with their efforts to recover any unpaid or overdue assessments, penalties, fines, plus interest and penalties.
The Steeple Ridge Board of Directors reserves the right to approve requests for an exemption or temporary exemption to the Rules and Regulations. All requests must be submitted to the Board in writing.
